II.1.5) Short description of the contract or purchase(s):

The purpose of this tender is to create a framework agreement for architects, civil and structural engineers, mechanical and electrical engineers and quantity surveyors. The framework will be divided into 4 lots with 4 suppliers and 1 "reserve" supplier in each lot. All suppliers on the framework will be required to collaborate with Severn Trent Water, other members of the framework and any other organisations appointed by Severn Trent. The nature and value of each assignment will be varied and as a consequence suppliers will be selected for the framework using day and project rates submitted as part of the most economically advantageous tender criteria. Once established, mini-competitions will be held on the framework to determine which suppliers are to be awarded individual projects; during mini-competitions the pricing element for selection will be changed to fixed cost.

Suppliers may also be called upon to provide ad hoc services as and when the need arises.
